The purpose of Banco Central de Cuba when editing the Bank Regulations Handbook is keeping its clients informed on the rules governing the life of the financial institutions in Cuba. The Bank Regulations Handbook is a compilation of selected legal texts grouped according to the matter they deal with: Organization, performance and operations of the financial institutions. Measures taken by Banco Central de Cuba for putting the country’s monetary policy into practice. Rules to be complied with by the financial institutions as to capital adequacy, solvency ratio and other aspects relating with its economic soundness. IV. Rules for Preventing Illicit Capital Movement Measures addressed to preventing money laundering and other criminal activities. Rules referred to the Risk Center organization and performance and others. VI. Collection and Payment Rules They rule collection and payment in domestic and freely convertible currency, as well as payments by state to private entities, and others on this matter. Rules governing freely convertible currency import and export, the rate of exchange, foreign exchange holding in the national territory, domestic currency import and export, and others on this matter. VIII. Rules on Bank Automation They rule the automation of check processing, the automatic teller machines, magnetic band cards, and the establishing of measures for guaranteeing safety and protection to automated systems, and others on this matter. Circulars on the Handbook Updating Explanation on the location, replacing or repealing of documents conforming the Handbook. The collection of bank rules will be updated by Banco Central de Cuba upon approval of new provisions or modification of the ones prevailing, the inclusion of new matters in the Handbook being possible, if required.
